Learner Engagement and Disengagement Policy

This policy outlines the standards of learner participation and BroadShield’s fair process for managing disengagement from diploma programmes delivered via the Myrus learning platform.


It applies to all learners, employers, and BroadShield staff involved in programme delivery and support.

Policy Overview

This policy defines BroadShield’s standards for learner engagement and the procedures for disengagement from programmes delivered through the Myrus platform.

Active engagement includes consistent participation, timely work submission, attendance at tutorials, and communication with coaches or tutors.

The policy ensures fairness, support, and quality outcomes for all learners undertaking BroadShield Diplomas.

Operational Policy and Governance

Purpose and Scope

This policy supplements the BroadShield Learner and Employer Agreements (BSQF184, BSQF185, BSQF186).

It applies to all learners, employers, and BroadShield staff involved in programme delivery, learner support, and quality assurance.

Roles and Responsibilities

Learners:

Maintain progress, meet deadlines, and respond to communications.

Employers:
Support learner participation and provide time and opportunity for study.

BroadShield Staff:
Monitor engagement, communicate proactively, and record actions accurately.

Learning and Development (L&D) Manager:

Oversee compliance, manage appeals, and report to SMT.

Finance:

Issue and track invoices and manage recovery of missed-session charges.

System Administration:

Manage Myrus access controls following Learning and Development Manager instruction.

Minimum Engagement Expectations

Learners are expected to:

  • Log in to Myrus regularly;

  • Complete assigned activities;

  • Attend scheduled tutorials or observations;

  • Respond promptly to tutor or coach communications.

Continued Engagement - Definition

For the purposes of this policy, continued engagement means learning activity that is:

Meaningful

The activity contributes to qualification progress (e.g., completing assigned work, submitting evidence, attending a tutorial).

 

Logged

The activity is recorded in Myrus or through written communication with BroadShield staff.


Timely

The activity is completed within the relevant review window of the engagement process.

 

Activity That Is Not Considered Engagement

The following do not meet BroadShield’s engagement requirements:

  • Logging in without completing learning activity

  • Reading messages without responding

  • Administrative communication only (e.g., password reset, rota issues)

  • Statements of intent (e.g., “I will do work soon”)

  • Submitting blank or placeholder documents

  • Activity completed after a disengagement review window opens

  • Any non-learning communication
     

Monitoring, Evidence and Data Retention

Engagement is monitored through Myrus system metrics, learner submissions, and communication logs.

Data Retention

Learner engagement, assessment, and achievement records are retained for a minimum of three years after certification or, for disengaged or withdrawn learners, three years from the withdrawal date, in line with awarding-body requirements.

If the awarding body Centre Agreement remains active beyond this period, records will be kept for the duration of the agreement plus 24 months, whichever is longer.

Financial and contractual records (enrolment data, employer agreements, invoices) are retained for a minimum of six years in accordance with statutory accounting and audit requirements.

All records are stored securely and processed under UK GDPR and the BroadShield Data Protection Policy.

Review Window Rule

Engagement is assessed using defined review windows during the 5-3-2 process.

  • Activity completed before a stage begins is counted

  • Activity completed after a stage begins is acknowledged, but

  • does not pause, reverse, or reset the disengagement process

  • Late engagement is recorded but applied only to future review periods (if applicable)

This ensures fairness, consistency, and equal treatment of all learners.
 

Learner Communications

The following templates are used at each stage to ensure consistent and fair communication:

Stage 1:    “We have noticed a pause in your learning – please resume your progress.”

Stage 2:    “Important – action required to remain enrolled on your programme.”

Stage 3:    “Final Notice – Withdrawal from Programme.”

Each message provides clear timelines and contact options for re-engagement or support.

Re-Engagement and Appeals

Learners who make contact or complete activity after a disengagement stage has begun will have their activity acknowledged; however, late engagement will not pause, reset, or reverse the disengagement process.

Reinstatement (Updated – Final Position)

Withdrawal is final.


Reinstatement is not available once the disengagement process is complete, except in the event of a verified administrative error.

 

Appeals

Learners may appeal a withdrawal decision within 10 working days where they believe:

  • A procedural error occurred.

  • Their engagement within the relevant review window was not recognised.

  • There is evidence of an administrative error.

All appeals are reviewed by the Learning & Development Manager.
 

Legal and Contractual Authority

BroadShield’s authority to manage learner engagement and withdrawal arises from the BroadShield Learner and Employer Agreements (BSQF184, BSQF185, BSQF186), which specify that non-engagement, misconduct, or non-payment constitutes a breach of contract and may result in withdrawal without refund.

The 5-3-2 Framework provides a transparent, consistent, and time-bound process.  Engagement is assessed solely within documented review windows to ensure fairness and compliance with BroadShield’s contractual responsibilities.

Governance and Risk Assurance

BroadShield applies this policy consistently and fairly, ensuring compliance with equality, safeguarding, and data-protection legislation.

Records are auditable, securely retained, and reviewed annually by the Senior Management Team.

Reasonable adjustments may be applied where appropriate to ensure equitable treatment of all learners.
